These tournament rules are established with the primary objective of achieving the following:

ü      Emphasize safety and fairness.

ü      Provide maximum playing time for players

ü      Maintain games on schedule

ü      Serve as guiding principles for all Referees officiating

Guiding Principle

Our goal is to provide quality playing time for all players and teams in a safe, fair and competitive environment. In ensuring fair competition we will attempt to match the appropriate teams in their respective brackets as best as we can.  This is base on the teams past performance as well as informational statistics obtained from their outdoor standings and results.

ü      Emphasize safety and fairness.

1.  A player must not use equipment or wear anything which is dangerous to himself or another player (including any kind of jewelry).

2.   All basic compulsory playing equipment (jersey, shorts, shin guards, footwear, etc) as defined under Law 4 of the USSF Laws of the Game will apply.

3.   Please exercise courtesy to the teams that are playing. Teams are requested not to cause any distraction and are not allowed on the field unless it's their game.  Please have a sense of urgency to begin your game.

4.  Before the game and after the game you can not be on the sidelines nor on or near the end zones.

5.  Pre game meetings must be in the bench areas, not on the fields.

6.  Parents and spectators are not allowed on the side.

7.  Teams are to leave the field of ply immediately following their games.

Team Playing:

1.   Home team/Away team take respective benches.

2.   The Home team (listed first) must change to their alternate jersey if there is a conflict of color.

Rules:

Outdoor USSF rules apply except for the following modifications:

A.        Slide tackling the ball away from an opponent is illegal.  Sliding is   permitted where no player is around and so long safety is not endangered.

B.        Offside calls will be applied to all teams with the exception of the U8 - U9 age group. An offside is called but only in the area 18 yards from the goal line. The top of the penalty box is 18 yards out from the goal line. Goalkeepers may slide in their own goalie box as long as it is not in a dangerous manner.

C.        NO punting or drop kicks (ball must be rolling) are allowed.  Only EXCEPTION is U8 & U9.

The maximum number of players on the field

            7 v 7 ALL AGES

ONE of the above must be a goalkeeper

All Players must have a player card from their state organization.  If player does not have an IYSA/IWSL player card the respective coach will be liable for any injury to their respective player not listed on their roster.

ü      To provide maximum playing time for players

Length of Games: Running Clock:

1.   Your game time starts immediately upon the conclusion of the previous game.  The clock is a continuous 37 minute period. At the end of each game, the Referee will reset the time to 38 minutes and start the clock running.  The Referee will officially start the game at the Thirty Seven (37) minute mark as displayed on the time clock.  Both teams may choose to start at any time before the 37 minute mark if they are ready, benefiting from whatever time is remaining from the 37 minutes running clock.  There is no half time break.    

2.  Teams should be at the assigned field sidelines ahead of the scheduled game time. Every wasted minute of playing time is at the expense of your 37 minute running down clock. Please be ready to take the field the moment the previous game is done.

3.  Teams should warm up and stretch under the deck area prior to the game time.  There will be no warm up time once you are on the field.

4.  In the case of an injury that delays play, the referee will indicate the game time if there is a time change.

5.   The clock MAY be stopped for serious injury only. The management

reserves the right to terminate or reschedule any game that has a

lengthy delay due to injury.

6.   At the conclusion of the game, teams may shake hands and expeditiously vacate the bench area to allow for the incoming teams keeping in mind that the clock for the next game is running down.

Tips:

1.   While at the LBFH facility, please check your schedule games time and field assignments that will be posted.

2.   Parents and spectators are encouraged to watch the games from the upper deck for the best view.

3.   It is the team responsibility to check all games latest schedule updates that is available on the Upper Floor of the LBFH Facility.

Substitution Procedure

Substitutions are on the fly and may occur on an unlimited basis.  Both players must be within the touchline and no more than a yard from their bench area when the substitution is made. When both players are on the field neither player may touch the ball.

Referee and other Officials

The Referee(s) shall be responsible for control of the game.  The referee’s decisions regarding control are FINAL.  A non-refundable fee of $100 is required to file any appeal or contest.  The appeal must be filed no later than 10 minutes at the conclusion of the game. The decision shall be made by the Director of Tournament.  Timekeepers operate the time and scoreboard details, if available, under the Referee’s jurisdiction.

 Scoring

Win

6 points

Tie

3 point

Shutout

1 point (0-0 will not count as a shutout)

Goals Scored

1 point for each, maximum 3 per game

In the event where Teams are tied in the standings after preliminary round, the following will be used to determine placing.

  1. Head to Head
  2. Fewest Goals Allowed
  3. Total Goals Scored (Max 6 per game)
  4. Most Wins to Tie Games
  5. Shootout.

Championship/Consolation Round

Preliminary results are discarded.  WINNER TAKES ALL.

Shootout – only 5 players that are playing when games end can participate in Shootout

Fouls and Misconduct

RED card results in ejection of player or coach.

All RED carded assessed will carry the following fines:

  1. Player for each incident - $70
  2. Coach for each incident - $200

In addition to the above fines, they will also serve a one game suspension.  All RED card fines must be paid prior to the beginning of the next game else the player or coach will NOT be allowed to play or coach.

CIS reserves the right to expel anyone who uses vulgar language in a harming manner. This includes racial, ethnic, or religious comments. This behavior is intolerable and could result in permanent expulsion from the LBFH facility.

CIS also reserves the right to expel a player, parent or Coach from league play for gross violations of the laws of the game, the House, Rules, or damage to LBFH Indoor property.

Please enjoy the games but keep in mind it all for the kids to enjoy and have fun.
